What is the orange sheet the medics are handing me?

The orange sheet has contact information about the ROC study.  It also instructs ED staff to follow their usual protocols, except for the administration of lidocaine - since the patient may have already received lidocaine via the ALPS kit, limit the amount of lidocaine given to the patient in the E.R. over the next 2 hours to 100-200 mg.

It is up to ED staff to either attach the orange sheet to the patient's chart, or discard it.
